Unitel Angola IPO Raises $329m in Oversubscribed Debut

Angola’s long-trailed privatisation drive has reached a new milestone. The offer was oversubscribed, signalling growing depth on Luanda’s BODIVA exchange.
Flagship deal for Angola’s reform and privatisation agenda
The government sold 7.5 million Unitel shares, equal to a 15% stake, at 40,040 kwanzas per share — the very top of the indicated price range. Demand reached 362.1 billion kwanzas, pushing the subscription rate to 120.72% and leaving the offer more than 20% oversubscribed.
The sale forms part of Angola’s formal privatisation programme. It aims to shift key assets from state control into broader private and public ownership and to anchor them in domestic capital markets. IGAPE (the Institute for the Management of State Assets and Holdings), the state assets regulator, acted as selling shareholder and transaction coordinator. That role underlines the political weight attached to the deal.
Unitel, Angola’s largest telecommunications operator, serves more than 21 million customers across all 18 provinces. It has been a leading player in the market for around 25 years. The IPO includes a dedicated employee tranche: 1 million shares reserved for staff, representing 2% of the company’s capital. The remaining 6.5 million shares were offered to the general public.
A total of 17,549 orders were accepted out of 18,571 submitted during the offer period, which ran from 6 July to 24 July. That figure shows broad participation from retail, corporate and institutional investors. Final allocations were set at the close of the book. Trading on the Bolsa de Dívida e Valores de Angola (BODIVA) is scheduled to begin on 29 July, bringing all 50 million Unitel shares into public quotation.
Crucially, the listing transforms a previously nationalised 25% stake once held by businesswoman Isabel dos Santos into widely held equity. This supports President João Lourenço’s campaign to unwind legacy power networks and normalise ownership structures in strategic sectors.
Emerging telecoms champion anchors Angola’s capital market
For investors, the Unitel Angola IPO offers direct exposure to a scale telecom franchise at the centre of Angola’s digital economy. The company is the country’s largest mobile operator by a wide margin. It has nationwide coverage and a strong brand. It sits at the crossroads of rising data demand, mobile money usage and enterprise connectivity.
Market observers have described the transaction as one of Angola’s largest-ever equity offerings. The initial price range implied a company valuation in the low single-digit billions of euros. As a result, Unitel now ranks among the cornerstone listings on BODIVA, alongside earlier flotations since 2022. Those flotations have begun to build a local equity curve for domestic and foreign investors.
Moreover, the oversubscription sends a clear signal on investor confidence. The final price clearing at the top of the range suggests investors were prepared to pay for scale, market share and cash generation in a defensive sector. This was true even amid macro and currency uncertainties. The broad order book, with tens of thousands of accepted applications, points to a growing retail and domestic institutional investor base willing to commit capital through transparent, rules-based offerings.
The deal also supports Angola’s ambition to deepen its financial system. As more state-owned and formerly politically connected assets move to market, regulators can build a track record on corporate governance, disclosure and minority shareholder rights. That track record can open space for future listings and secondary offerings. A successful aftermarket in Unitel could encourage further privatisations under the PROPRIV programme. It may also attract regional funds looking for frontier-market telecoms exposure with improving liquidity.
For now, investors will focus on Unitel’s first days of trading, early price discovery and the company’s ability to deliver on growth and dividend expectations. If liquidity holds and governance remains stable, the Unitel Angola IPO may mark the point at which BODIVA starts to look less like an experiment and more like a viable platform for sizeable African equity allocations.
